Checklist
The old-region decommissioning checklist
What to find and delete in the old AWS region after a move to the EU: snapshots, vaults, log buckets, images, secrets, and the test stack.
The application runs in Frankfurt now. I'm starting to see the same leftovers in the old region after a lot of moves: snapshots, backup vaults, a log bucket, an image with a database dump inside, and a forgotten test environment. Until those go, a copy of customer data still sits in Virginia. I work through this list per account. Each deletion ends with a fresh search of the region.
From the talk: Leaving us-east-1: moving a startup into the EU without downtime
Before deleting anything
- We check retention duties. Contracts, tax rules, or a legal hold may require some backups. We move those to the EU region instead of deleting them.
- We close the rollback window first. The old database stays until the whole team agrees the cutover is final.
What we find and remove
Each yes scores one point.
- 1.Databases and read replicas RDS and Aurora instances, plus their manual snapshots. Automated snapshots go with the instance.
- 2.EBS volumes and snapshots Including volumes in the available state.
- 3.AMIs The image first, then the snapshots behind it.
- 4.AWS Backup vaults and recovery points Vault Lock in compliance mode blocks deletion until retention ends. Those end dates go in the log.
- 5.S3 buckets Log buckets, replication targets, and old static sites, plus their versioned objects.
- 6.DynamoDB tables, global table replicas, and backups
- 7.ElastiCache and OpenSearch snapshots
- 8.Container images in ECR
- 9.Queues and topics SQS queues and SNS topics.
- 10.Secrets and parameters Secrets Manager secrets and Systems Manager Parameter Store entries.
- 11.CloudWatch log groups Application logs often hold personal data.
- 12.Lambda functions and layers
- 13.CloudFormation stacks and leftover Terraform state Whatever the old region's code still describes goes too, so nobody re-applies it.
- 14.Elastic IPs, load balancers, and NAT gateways They keep billing after the traffic is gone.
- 15.KMS keys Deletion goes last. AWS waits 7 to 30 days before it removes a key. After that, nobody can read the data the key protected.
- 16.The forgotten test environment Every team gets the question. There's usually one.
The final check
A fresh search of the old region with Resource Explorer or the Config aggregator closes the job. The result should show only global services and the resources we kept on purpose. That result goes into the residency evidence pack.
What I leave out on purpose
I leave out closing the old AWS accounts on the same day. They stay, empty and locked down by the region policy, for a full quarter. If nothing surprising turns up by then, they can go.
Next step
Not sure what's left in the old region? I highly recommend a thirty-minute call where we run the search together. What did your last search of us-east-1 turn up?
Book a callThese takeaways are an engineer's reading of the rules and the tools. I wrote them to help teams decide what to build. They aren't legal advice. I recommend checking the current text with your own counsel before planning around a date or a threshold.
Other takeaways from this talk
Template
Migration readiness map
A one-page map of every workload and data store before a move to an EU region, plus a Terraform policy that denies non-EU regions.
Runbook template
Cutover runbook
A one-page cutover runbook for moving data to an EU region: the countdown, go and no-go criteria, and a rollback with an owner per line.
Checklist
Residency evidence pack
The five attachments that answer most data-location questions in a security questionnaire, and how to keep them true every quarter.
Let's talk.
A 30-minute call, no pitch. We look at your current setup, your stage, and the thing that's bothering you about it. I give a straight opinion on what to change, what to leave alone, and whether the problem is the one it looks like. What's the one thing in your stack you'd fix tomorrow?
